The Republic of Somaliland’s Ministry of Energy and Minerals has appointed Abdul Rafay Afzal, a Pakistani international journalist and policy expert, as Special Advisor for International Cooperation and Media Diplomacy, according to an official authorisation issued by the Ministry.
The appointment, dated January 15, 2026, was confirmed by Director General Shuab Osman Mohamoud and grants Afzal an advisory and representative mandate to support Somaliland’s international engagement, particularly in the energy and minerals sector.
Under the appointment, Afzal will advise the Ministry on international cooperation strategies and represent its interests in engagements with foreign governments, diplomatic missions, international organisations, investors, and global media. He is also authorised to participate in international forums and policy dialogues related to energy, investment, and strategic communication.
Expanding International Outreach
The move comes as Somaliland seeks to expand its global profile and attract foreign investment in its natural resources sector. Though it has functioned as a self-governing state for more than three decades, Somaliland continues to pursue broader international engagement and economic partnerships.
Officials familiar with the matter said the appointment reflects Somaliland’s intention to leverage international expertise to strengthen its external communication and cooperation efforts.
